José Miguel de Velasco Franco (29 September 1795 – 13 October 1859) was a Bolivian general and politician who served as the 4th President of Bolivia for four nonconsecutive terms. He served twice on an interim basis in 1828 and 1829, once constitutionally from 1839 to 1841, and once as de facto president in 1848. He, along with Víctor Paz Estenssorom, served as president more times than anyone else. In addition, he served as the 2nd Vice President of Bolivia from 1829 to 1835. During the third, and longest, of his temporary periods in office he approved a new constitution for Bolivia.
