FOE MATTHEW LOHR of the Virginia house of delegates, for sponsoring a big authorizing school boards to ban the use of school facilities by any student club that "encourages or promotes sexual activity by unmarried students," essentially dissolving gay-straight alliances. In early February, the Virginia House of Delegates passed a constitutional amendment that would allow for government-sanctioned prayer and other religious displays in public schools and other public buildings. |
